Spillover Snap

You're the photographer for the Vale Herald, and this week's front page asks: who really pays? Every deal in the valley has a glowing ring round the people in it. Photograph the spill-overs that leak out and land on people outside the deal: pollution, congestion and environmental damage from a cement works, and the good kind from vaccinations, education and healthcare. Then stack your photos to work out the social costs and social benefits.
